Most of the used gpu's are heavily etherium mined gpu's with vram heavily overclocked 24x7 for years.This ddr 6 memories run super hot can fail anytime i world not spend more than 10k on used gpu.most of the sellers provide fake bill so you cannot claim warrenty also.

Bro I don't think the motherboard you mentioned has 3 ports for video output, if your motherboard has VGA port, HDMI, and display port, the you will be able to use 3 displays simultaneously. If it should have 3 ports of any of the 3 types I mentioned, and you will be able to use them.
Avoid using converting cables like HDMI to usb

Bhai blender and 3ds max on i3 3rd Gen💀 bro I don't think it's possible to make your pc run blender well with only 15k. You need to upgrade your mobo and processor for sure, and add a GPU and maybe your PSU too if it's not of enough power.
You should go for second hand components, maybe try to get a 9th or 10th gen i3, their supported motherboard and a gtx 1650. All these used, and also make sure your PSU is of good brand and atleast of 400 watts

I hope you are not thinking of buying those rx 580 priced at around 10k. Those are a scam and those cards were earlier used for crypto mining. Rx 580 is not available brand new right now.
And answering your question, any day go for 1660 super because 580 isn't that good in terms of value.
Another suggestion, 1660 super is available second hand for around 12k to 13k right? In that price just add a little more and you will get rx 5600xt challenger edition brand new on Amazon, that's a better choice against old 1660 super and new rx 580 (don't know how you are getting this in 2024😵💫)
