      He can be charged under title 18 USC 242. The feds can absolutely charge him for deprivation of rights under color of law. His victim can sue under 42 USC 1983 for civil rights violations.

    I seen my friend get hit by a car in Minneapolis in 1981 and the cops said if i did not leave right now I would be arrested after i told him i was a witness..

    I would expect that in this case, with that video evidence of him admitting he was arresting him for wanting to file a complaint, that the cop will lose his qualified immunity.

    I think there’s something more important to get at here. A judge wrote an opinion on the case stating “there is no evidence that the arrest was the result of a complaint being filed.” This judge has unequivocally committed perjury. While the judge may be immune to criminal prosecution there is absolutely no reason for this person to either sit on a bench or to practice law.

    No, no, you are NOT giving him something to file a complaint on. You are giving him evidence that you violated his civil rights under the color of law. That’s a felony under USC Title 18 section 242. It removes your qualified immunity so you can’t hide behind your badge (like the coward you are) and is punishable by 10 to life in federal prison or even the death penalty

HELLO asking , Detaining and Handcuffing then Arguing with an Innocent Man is Wasting Time getting Help for the injured man . As well maybe if the Cops parked their Cars away from the Train Tracks in the 1st place they wouldn't have to move them and could go directly to help .

    That cop (Billy White #429) was so conceitedly self-righteous. In his narcissistic mind, he actually thought that because he was a cop, that he was some kind of "hero" just out "helping people"... gimme a break, he was obviously an egotistical bully who didn't like it when a concerned citizen invoked their 4th and 5th amendment rights. Getting the witnesses information is not necessary by law, ESPECIALLY if there is no REASONABLE ARTICULABLE SUSPICION that they have committed (or were in the process of committing) a crime!

    This is way Qualified Immunity needs to be removed from Police.

      @@thepax2621 You make a very good point. Personally, I would help, I am in my 50's, have no children, and I have time to help others around me. I would like to think that I would have stuck up for myself like the man in the video did, but in reality, I would have probably produced my ID and did what he wanted. I know how cops are. I have in-laws who are cops. One of them got fired after over 20 years on the job because he was "harassing" minors, not even the police union stood behind him, and that's saying something.

    I kinda never understood the threat of a “complaint”. It may be one of a very few tools against police misconduct but it’s just so ineffective. I mean, we often find out that police can have a pile of complaints on their record (after they get caught committing something really bad) but are still on the force. It amounts to pretty much nothing. We need better tools or that complaints actually leads to something.

    Officer Billy White was suspended for five days for this. In 2018 he was suspended for crashing his car into the car of a student in the school parking lot.

    Cops have a complete lack of self awareness. This guy isn't making ish difficult...the LEO is making ish difficult. They ego trip ANYTIME someone says "no". And OCCIFER, it's a "railroad" track, not "RayRoe" track. If this guy doesn't win his suit, I think that department should be put under a powerful microscope.
