Hi, Taiwanese here. The main issue is about housing. You either choose to live in a place without any hospital or convenience stores, or pay the loan for 40+ years for 1-room house if you just have a regular job. Would you get married and have children at this circumstance? Government knows the answer but the lawmakers ( or their relatives ) have decent houses located in urban areas, waiting to sell. I have families both in Mainland and Taiwan. Mainland is changing day by day and more and more young ones yearn for democracy but the US killed it. Thanks to the support for HK riots, Taiwan independence and the containment of China, the youth turned nationalistic and CCP got a new lease of life.
40,000 NTD is less than one month's salary for many high tech jobs and not enough to pay a lifetime's mortgage. It is not an incentive for having a child or buying a house, which having extra children will necessitate. It might just pay for an extra cup of coffee in the morning for a few years. If the government is serious about it, the incentive has to be serious. The incentive needs to meet the lifetime requirements resulting from a lifetime decision; they can't be just paltry, temporary baits. On the other hand, a declining population is not all bad. Less tear and wear on the environment, reduction in carbon emissions, etc.

The main issue is about housing.
You either choose to live in a place without any hospital or convenience stores, or pay the loan for 40+ years for 1-room house if you just have a regular job.
Would you get married and have children at this circumstance?
Government knows the answer but the lawmakers ( or their relatives ) have decent houses located in urban areas, waiting to sell.

Its a global problem b/c govs everywhere are failing them. Greed has been unchecked for too long. The few laws that were set to try and solve that problem always have loopholes and the ultra rich always sidesteps it. Housing unaffordable and raising cost on all products .......ppl are sick of working just to barely survive! They have no time/extra to just live and enjoy life......until they have like 5-10 yrs left of their life in retirement. They could extend that retirement leisure if they choose to not have children. Otherwise, ppl basically waste their entire life slaving away at school, companies, raising children, paving the way for the rich elites

Long time ago, we have more labourous work that our parents have children for. They are supporting the family in farms etc. But there is no need for that now. Also, it doesn't help that most "democratic" systems realistically only have 2 parties that can win. Demo vs. republicans, KMT or DDP. The amount of self-interest often far exceeds the interest to actually try and improve the citizen's lives (no matter what party). The amount of financial resources they're given often goes to waste. The things that urgently needs more funding, never gets enough, and project that aren't a necessity, often manages to secure funding. Just look at national health and labor insurance......they are failing and going broke, yet the gov is not in a big frenzy to try and fix it.

The one principal is bragging about the increase of enrollment at his school.... well, that's good for that school, but not for the system as a whole, the other students are just being cannibalized from other schools that will have to close down. Schools are pretty much being left to fend for themselves and to come up with gimmicks to attract students. Some schools are successful but at the expense of other schools since this really is a zero-sum game given the finite number of students. The national government has yet to figure out a comprehensive policy to truly address this issue.
