There's another way to think about the low former bounty of Croco-boy (and for that matter even Hancock). One could argue that they were identified as strong pirates by the government right when they were young, whereas the other shichibukai took a longer time to become one. And there could be many reasons - probably because of their strong devil fruits.

Additionally, it was about cherry pie. Cherries are a recurring theme here and there too, see Chopper's arc. Furthermore, the real world town called "Jois", like Mary Geoise exists. It's flag has cherries in it and remotely resembles the world government flag.

"Haki" as a Japanese word just means "spirit", "will", "ambition". You're not even supposed to read more than that into Blackbeard's comment yet at this point. Ha-ki also comes from the words "supreme" and "qi/chi", ie. the Chinese concept of a "vital force" or "energy" that living things possess. The same concept becomes relevant later on, so probably that's why some subs opted to leave it as-is. It's an example of Oda planting a hint, as he does, so that in hindsight you can tell that Blackbeard notices something about Luffy that hasn't been properly introduced yet.
This kind of episode is what makes One Piece feels.. huge. The world is actually alive and not only revolved around Luffy. There is bigger, larger, and grander things happening in the world

In fact pretty strong than even among strong avg pirates. But then story changed and many other villians came and this made crocodile so dirty bcoz of that. All i m just saying is never underestimate a sichibukai., they might not look like it but they are hella strong, (one of them even rivals shanks and even stronger than him)
