as an Italian I can say that this navy was perfect if an Italian admiral hadn't said that planes would never have become a fundamental part of marine warfare
tbf in the mediterannean sea aircraft carriers are less prevalent as opposed to giant expanses of ocean like the pacific mostly because its surrounded by land italy was working on a carrier converted from a civilian ship and it was actually a pretty good conversion too
Keep in mind Italy was on a shoestring budget, carriers when they would have started building were basically only good for recon, the navy already delayed radar so as to use the money on ship to ship communications and escort vessels. Had Italy had a carrier when it needed to start building it would have likely not lasted very long given the aircraft available, cost entirely too much, and would have sapped funds from something else. Italy didn't need a carrier to win the war they needed better coordination between branches that hated each other, solved the shell issue(over normalization, humidity in the south at Taranto vs la spezia given littorio vs vv accuracy, or quality control) ,and for their allies to not be nitwits.
But that was just one of the two Italian philosophical schools of marittime warfare. Fascists supported that part because they wanted the supremacy of Air Force, their army, over that of the Navy.
No big deal when you have the largest air force and bombers capable of reaching Syria in ~20 hours. Nevertheless an important throwback for a 1940's navy

Yes Three ww1 battleships and a slew of other newer ships from DDs to cruisers, nearly every available carriers, combined 1/3 of entire RN strength to keep Italian ships blocked-in. Not to mention another considerable force have to be in Gibraltar. Preventing RN to send ships to far east when Japs come along. Regia Marina achieved so much by just simply existing.
