Can this trip be safely made in inboard propeller propulsion craft? Or are they several shallow shows that may damage the outboard?

How close you can get towards the falls all depends on lake level but the last few miles is class 3+ whitewater and boulders the size of houses. From Laurel river mouth I don't remember seeing anything at normal pool level. Never traveled that area when the lake was drawn down for dam repairs but hopefully it's good for a while.
