  • Ofcom released its 2023 Licence Consultation in June 2023, with some radical changes to the UK amateur radio licence being proposed. Here's Essex Ham's first look at what Ofcom has in store.     I think the changes proposed are long overdue and bring us up to date with current technologies. They also bring power levels up to a more usuable level. Our power levels in the UK are so low compared to other countries. Sent my response in last night :)

      I agree and will voice my opinion too. I'm intermediate now and 100w would be a nice change but I feel foundation should get 50w

      @@MatthewCEBamber Of course I'd welcome 50W with open arms. Considering the power ouput of most amps and mobile rigs it probably would make more sense than 20W. Keeping in mind the gain in dB of the antenna.

      With the RFI plaguing the bands these days, allowing a bit more power will help get maybe an S point or 2 above the noise, which is S9 for some people. 10W SSB is all but useless on HF for most people unless you just love QRP (which for me is like rubbing two wet sticks together if I want to do this from home). With 10W you need to be out portable or have a fantastic, uncompromised antenna system.

    A shake up is long overdue in my opinion, there is real incentive to progress from foundation in this new proposal because why would anyone want a longer more clunky call like the 2E... when the M3 M6 M7 etc were shorter to use, but now with the proposed M8 M9 call & 100w its a proper incentive to move up, with that said I think that's where many will stick as its all the majority will ever need.

    As an M6 I am not bothered about an extra 10w as I am able to get around the world now on what I have got. What does worry me is the 1KW brigade stomping all over the QRP portion of the bands, just as they do now. No more power than is needed to make a contact, OM's rule I think.

    Thanks for the summary, having looked at proposals I agree with the majority, I wish the foundation could have even more transmit power maybe 50w

    I found a couple of your points a little misleading. The remote operation clause is not all to do with dongles and hotspots. It is much more complex than that and seeks to separate the third party rules. The short section on repeater and gateway NoV's is also somewhat incomplete. I appreciate that this is a summary but this is how Chinese whispers start. Ian

      Thanks for the feedback Ian. Summarising a 101 page document in 5 minutes is always going to result in some aspects being glossed over. For those reading, what are the bullet points that you’d like us to have included?

    What puzzles me about the new proposed Ofcom 1KW power limit, is why they feel the need to introduce this into the licence conditions. After all most Hams never get to use the existing 400W power limit, so it all seems a bit irrelevant to me. I think Ofcom should introduce far stricter RFI limits on Switch Mode Power Supplies, Solar Panel inverters, optimizers etc which would certainly help the average Ham radio operator. A bit more band space availability would help us as well on the 40 and 80 Meter bands, especially as most of Europe is crammed in during the evenings. Why is there a need for a foundation licence? why not go straight for an intermediate licence instead, it's not that difficult is it? You've got me on that one. 🌝

      @@Northernbloke. Yes that's just the way it is now glorified cb. Fortunately there's still some of us real Hams left on the bands. 👍

      My thoughts exactly . Its only really the bands hams etc use that are affected by interference .
      With the emergency services about to move over to EE Emergency Services Network and the Military also way up high on babillion-hertz most hams take drastic measurements and regular testing of interference, RFI. EMI CMC whatever else seriously , for the sake of EMF guidelines and neighbours etcetra
      BUT the amount of spurious emissions coming from these cheap chargers, LED lights is not policed whatsoever . I agree if anything should be enforced by way of power output it should be on these cheap unfiltered devices and then (in an ideal world) most stations noise floors would drop significantly.
      I can only see the real benefit here for Intermediate licence holders or foundations progressing to Intermediate and change of callsign /suffix .
      The rest is just gravy

      @@RabMac108AT10six Yes interesting isn't it. Ofcom wants us to follow the RF emission safety regulations, to protect the public. Yet they are not the slightest bit interested, in doing anything about protecting us from from sources of electrical interference to the HF and VHF bands. Let alone stamping down on interference from pirate radio transmissions, interfering with amateur radio users. What is needed is a governing body, to protect the RF spectrum from vandalism of sorts!

      Ofcom received around 1,400 responses. The original plan was for a summary to be published by the end of 2023

    100W for Intermediates is a joke. It should be 200W.

    Great shake up. Foundation at 20 watts is good . However (as others have commented) raising intermediate to 100 watts and the change to M8/M9 will mean a lot of people probably never bother for the full licence, which may be a bit of an error. One call sign per person is good. Vanity call signs good also ...Anyway .... roll on 1KW ... de M0VFX
