As long as your doing more than 14.1M damage or more on the second headshot after starting the initial one with a sniper build you can kill Elite Enemy's in Legendary, its only 9M on Heroic. My Hotshot Build does 29-32M but that's because I use it for team gameplay on Heroic content( I take down all the Red/Purples/Elites in 3or4 man group, 2man groups I can one tap anything and usually will go after Chunga's last) always let my team mates deal with Chungas/Named enemys so I don't lose my headhunter proc), however I do like what your doing there we the Kneepads preventing the stagger, one of the biggest issues in Legendary with aiming on a Sniper build is the amount of explosions happening which prevent good accuracy. The because advantage on the Sniper one shot kill is being able to chain one after the other to clear it quickly before they rush you. The only problem I would see with this build however is Chungas have higher health/Armor and require 2 Headshots to clear, Missing a headshot on a Chunga is death sentence on Sniper build unless there's another Red Enemy around for you to get your Headhunter talent reproc with how little your getting in overall headshot damage. Also I would look at using SR-1, which after the Model 700 bolt action is the hardest hitting MMR in the game with the best accuracy/handling at the moment. I am sitting at 1.6M damage on my SR-1@ upgraded to level 15 and 335% Overall Headshot damage, unfortunately I am only SHD 945 so I dont have enough levels to keep upgrading my weapons higher, but crunching numbers once I get to be able to raise it to 25 which is the current cap I'll be hitting 1.7M, which if I consistently can get over 33M in damage then group content will be easier, named enemys/Chungas will still take 2 headshots due to their helmets armor but if I miss I can restart my Headhunter on an Elite enemy on Heroic at least.
The perks that 4pc Hotshot brings is almost too good to pass on. Armour, weapon damage and reload bonuses are easy to maintain with determined proc’d. running 3pc hotshot w/ ninja bag, araldi chest w/HH and Habsburg knees. All red cores plus ninja cores. Everything rolled Headshot and weapon handling. Heroic 5 directives is almost easy mode once you get some ammo. M700 and SR-1 are my go to atm.
All I gotta say is ggs man at level 945 I barely knew anything about build and theory crafting currently 78k after almost 6 years of playing multiple hours daily

Determined is ridiculous. I’m SHD 500 now after the running the GE with 4 directives on heroic. Nothing expertise. But I only got as high as I did because of determined and perfect head hunter. I was running really a stupid build. It was a Habsburg back pack with creeping death, a walker harris chest, airaldy gloves and knees, picarros holster and punch drunk mask. But what really made it all work was the M700 with determined and the chest. I’m actually having a blast with snipers now.
I tried it and it awesome, though I took your suggestion for more reds. still with 1.3 mil armor and 30mill+ dmg (even without the chainkiller) is dope while having the buffs are active. explosive resistance is must to have on blues
interesting build .. I will try it . I don't understand the hazard protection for Legendary content .. If they are close enough for bleed it's game over ..
Changed weapon to tactical 308 with determined....you`ll thank me later.dont get fooled by it's lower dmg, you just dont need to have "full" dmg... Reliad is fast with 308, and firerate allows to do More dmg quicker. And, you really dont need scope...i use almost always my snipers vithout scope, easier follow up shots, easy to hit Even from long range.
Ive run a similar build with Hotshot 4 piece, sawyers knees, chainkiller chest with 300% headhot dmg in stats with determind on white death. The white death i think does 1.1mil dmg fully buffed. But I switched to the m700 since it got a buff to 1.3 million dmg with 10% dmg out of cover. So you do insane dmg to enemies not in cover. lol I ran this build in a group and made another sniper leave. im only SHD 950 atm
Level 8? Dude you're still too early into the game's content. If you really want to get into gear building, first concentrate on reaching endgame (kill Aaron Keener and get the SHD watch). Grab any gear you loot on your way there, it's really not that important. Sure, make combinations that work, but that's only relevant to the endgame. Still lots of work for you before you reach this point shown in the video.
I believe without the scope u can quick aim and shoot faster and with the scope it has a delay even tho you quick scope it sometime don't register and count like you miss your shot and you can swear that you was dead on and some how it's a missed

Hm, why not just use the composure talent on the backpack or whatever it’s called. Doesn’t it give you 15% damage at all times in cover?
NMB + Punch Drunk + Hasburg HeadHunter + Picaro's + 2 x Hotshot -> M700 Carbon Determined ; 3 blues 4 reds 1 yell ; tier 5 bullwark + D50 Determined , all headshot attributes & mods... 326 % HD...
that build will be alot worse than this for solo play. You missed the point of this video.

Same thing except I don't use sawyers kneepads since I do enough damage with the model 700 at 30 mil with max stacks of headhunter

M700 is better than white death now
This is not true
Better base damage yes but the white death headshot damage is over cap at 137%
The reload alone makes the M700 an overexposing weapon. It has put me in danger many times more than my White Death ever has.
I one shot regardless it does not matter my friends
How did you change the Talent on a named item?
Its an alternative to classic sniper build. No godmode, no king. Just not using greens.
Ugh, Sawyer's kneepads... Waiting for that 10 secs to fully charge its damage seems like an eternity
u can start the fight after its fully charge as no matter any bombs, u r not gonna be staggered in anyway until u move on your own
