It's a self-starting system that is near perfectly balanced, so before the enrichment centrifuges are all online, the refining centrifuges only operate at 50%. This allows the u-238 buffer to be fully consumed before making any more. Once the buffer is consumed there is 100% utilization of both refinement and enrichment centrifuges. I demonstrate that by taking one of the refinement rows offline for a brief moment and you can see that exactly half of the enrichment centrifuges become starved. BTW, no circuits are involved at all.
A longer video with a deeper explanation of the design would be appreciated. It's probably just me, but I'm struggling to pick through it as-is. I love how everyone has their own unique designs to tackle Kovarex, it's truly one of the most fun parts of the game.
