    The tourist economy in Maui was fine before VRBO/AirBNB entered the picture in the late 90’s. Unfortunately this business model has negatively impacted the livability for residents in cities across the world. Maui is no different.

      Yes the tourist economy was fine before VRBO/AirBNB entered the picture. However, the properties that are being questioned were allowed to operate as STR's before VRBO and AirBNB existed.

      Our west side complex has been STVR Since it was built in 1970. This was before the internet. To pretend these units were meant for long term housing is a smoke screen. If you want to build generational wealth you need people to own their own houses, not rent. If I’m not allowed to rent, I’ll try to keep my unit, for us to use. if not some investor will probably scoop it up. Pretty unlikely that a local will buy it. The cost of the HOA and maintenance would be too expensive.

      Airbnb is just a booking portal. Maui Vista (in Kihei) was originally “A Vacation Condominium & Tennis Resort” - never was intended as housing. It was as for tourism since papers were filed in 1979.

    In California we say: Airbnb: destroying neighborhoods and communities one block at a time. They serve people who are already wealthy enough to own a second home, and it simply makes them even more money while people with limited resources continue to get pinched out and neighborhoods where people know their neighbors slowly disappear as you get new neighbors every three days who don't give a damn about the neighborhood and owners who are only interested in profit and not the community. Apartments and townhouses, might be a different story, but in residential neighborhoods, Airbnb sucks.

      Most of the condos looking to be banned are not in neighborhoods. 489 of the 2200 units that they proposed to being ban are in Kapalua RESORT. How is that a residential when it’s across the street from the Ritz Carlton?

      @@hqduong yes, that's a good point. That's why I said apartments and townhouses might be a different story. I guess that would also include condos. Airbnb however really does screw up single-family residential neighborhoods. I've experienced it several times.

      You should have work three jobs like I did so that I could purchase a small condo because I knew rents were going to increase always. Poor planning on your part.

      I had an hour and a half commute to work each way for over 40 years. Worked 2-3 jobs. I worked hard so I could buy an investment property so I could retire without taxing taxpayers in my kapuna years . This is not a “second home” this is my livelihood. My young years were work, and work, save and save money to be comfortable in my kapuna years. I was not surfing, digging my toes in the sand and smoking pot and waiting for someone to take care of me. I cannot live on $2,000 a month. Now I will have to file bankruptcy and buy a tent to sleep on the beach and join the marches and cry out the boo-hoo, poor-me stories. What happened to you is not my fault. It’s like reward those who made bad choices and punish those who made good choices in life. I wanted four kids but I couldn’t even feed or house myself so my choice-one kid which was difficult to feed and house. People have 5 kids which they can’t feed or house and yet they keep having more kids and then they cry for someone else to feed and house them? Love, love animals but decided that was going to be expensive to have any pets and finding a rental would also be difficult. This housing problem is decades old. Blamed the governor and mayor. If this would have been done a long time ago, I wouldn’t have invested here. The governor and mayor said, “rent your place through FEMA, GEM and get $11,000 for 4 bedrooms; $9,000 for 3 bedrooms; $7,000 for 2 bedrooms,” etc., et., etc. Those two clowns started this RENT INCREASE FRENZY!!! Now they don’t know what to do so they make the STVR owners the villains to save their asses. These two clowns are in bed with the big hotels. It’s political; open your, eyes. Yes, other states have curtailed STVRs, but they have other economic means for their economic well-being-San Francisco has the financial and computer tech world; New York has the finance world, etc., etc., Barcelona has wine country and farming. Maui doesn’t even have cane fields or pineapple fields that were once so lucrative. All we have is tourism. If this bill passes I will go bankrupt, but I will be fine because as long as I have my truck and a tent, I will go and camp on Bissen’s front lawn and cry him a river and maybe Maui taxpayers will subside my rent and food. I will be one more homeless person you will see hoping to be saved. That’s life in paradise. . . .

    It’s a tough and emotional topic as you mentioned. I agree with your position. I am a Lahaina resident and I love our community and island so much. I love our people and I am deeply aware of the poor situation so many of our friends and family face with the current housing crisis. I just don’t think this is the right path. To me I don’t want to see our community members settle for so little. Many of these places are not ideal homes to live in especially if our people want to raise families, even small ones. I think there are other paths forward that would be much more sustainable long term and would give much more to our people without all the negative impacts. Affordable housing projects for residents only is just one way. There are creative other paths as well. I honestly don’t think this bill will pass legally because of the fiscal impacts it will have specifically on the owners of the units. Also, there are still so many single family homes that are STR on the island. Those are much better suited to be long term rentals for residents.
    I think if this bill was more focused on some specific locations that are better suited it would have a better chance of making it through. This seems too broad and I’m afraid it will not go anywhere because of that. I’m always open to learning more so if anyone has any good info or creative ideas let’s hear them.

    In 2017 we rented a condo for a month, It was lovely. Im sorry to see this come to pass. I understand the why, but youre right. We couldnt live in that particular condo full time.

    Jesse, Are you aware of any data on IF the STR ban is enacted, how many of those 7000 units would actually filter down to a long term unit rentals? It would be great to see a survey sent out to the Minatoya owners to find out intent if this ban goes into place. Sell, sit empty, friends and families only, LTR, and if LTR, what the rent would be. I think the actual addition to the affordable housing issue would be very, very small. Thanks for the updated information!

      I am not aware of any data like that. I agree it would be interesting to know but even if STR owners were polled, I'm sure their answers would be biased so it would be difficult to get accurate data.

      @@chrismaui808 Wow Chris, you really are on a mission to prove me wrong. I’ve never had so many comments from one person before. Look, if this bill passes people will continue to buy and sell real estate on Maui AND my vacation rental that is in hotel zoning could benefit. This bill passing could help me. Im not against the bill for my own agenda. I’m against it because it’s unfair to people who do own strs in apartment zoning and because I don’t think it will help solve the housing crisis on Maui in a meaningful and sustainable way.

    Hi Jesse, been watching you for awhile now. We usually stay at the Royal Mauian. Love the Kihei area. Since this is very close to your vacation rental is the RM safe from the changes coming? We noticed a huge increase in rental price between this Sept 24 and Sept 25! Mahalo for any info

      The Royal Mauian is Hotel / Resort Zoned so it would NOT be impacted by the current proposal to phase out STR’s. It’s safe 👍🏼.

    Apparently the Napili Bay STRs are NOT included in the proposed ban. They have a zoning designation of Napili Bay Civic Improvement District. Do you think that Napili Bay STRs might be added to the overall mix?

    I feel bad that fire victims can't rent because they have too many children, pets, etc. Those are choices they made. When I was young, I married young and had one child. At that time, I learned I couldn't even support myself or my one child, so I made sure I didn't have any more children unless I could afford to house and feed them. As I renter, I wanted so badly to have a dog or cat but I knew that would hinder my finding a rental to rent with a pet or too many kids. So I made the choice to not have pets or anymore children. Many people make bad choices and now we have to feel sorry for them and carry them on our backs. Reward those who made bad choices and punish those who made good choices? Not fair!

    Too many STR’s have destroyed many of our maui communities. New neighbors weekly, blaring rental car alarms and 24 hr parties Maui became. Now is the time to make some changes for the better. Not everyone has to work in the tourism industry. We are becoming another Disneyland, with crowds that were making all of our “Attractions” not enjoyable for anyone. But Special Shout Out’s to Fire Chief Brad Ventura and Police Chief John Pelletier for solving the over tourism problem. Your “Excellent 2033 Job Performance Reviews” will surly earn you both Big Pay Raises and a New Black Ops $10 million dollar a year, Helicopter.

    I think banning short term rentals, except hotel zoned, is the best idea. The same ban is happening worldwide, because short term rentals are basically for revenue & destabilize communities as no one actually lives there in primary residences to help make the communities real homes instead of money making ventures. Almost everyone I know who owned a short term rental boasted about the money they were making & they don't talk about how to improve the community with schools, high paying jobs etc. They all expect to be served by locals in the service industry.

      So… if locals don’t want to live in these units when they are FREE, why will people PAY to live there? And not sure what the problem is in hiring local people to work - I hire local people in a number of states, paying fair wages. I never thought of that as a bad thing.

      @@chrismaui808 Ummmm, no the County won't be paying for the Lahaina fire victims' rent. The owners of these Minatoya units will decide whether or not they want to LTR to anyone of their choosing. If someone cannot afford the owners' proposed rent, then these condos will sit empty. It's just crazy to conclude that Lahaina fire victims want to stay in, say, Kihei when they didn't even want to stay there for FREE. The County earns *millions* upon *millions* in STR tax revenue. Why not immediately use these tax $$ to build, build, build appropriate and dignified housing for Maui residents? Seems pretty obvious, right? Instead, the Maui tax revenue will be gutted and Maui residents will be wondering why their schools have no teachers, why their infrastruture is crumbling, etc. Think through the consequences. Let's just call it what it really is: Lahaina Strong (and its supporters) want to get rid of tourists/haoles or anyone they don't consider truly "local" (read: white people).

    I travel to south Maui yearly.......and always stay in short term rentals. I understand the situation and will only book into hotels until the fire victims are all home again.

      I understand your position and you are entitled to make that decision. Just know that most Fire Survivors are not interested in living in STR's on the South Side of Maui. They want to stay close to Lahaina. In fact the Governor announced that they had enough long term housing options for Fire Survivors by April 1st but many people were choosing not to move out of the Hotels. My understanding is that they desired to stay closer to Lahaina.

      You are playing into hotel resorts plans - they are primarily behind this ban. They will be the biggest beneficiaries if the ban passes. Support the legal STR in hotel zones. Not to mention pay 3 times more money.

    Seems it’s Hard to tell people who followed the rules, met holding patios requirements, & invested for themselves to the Benefit of Maui Economy, that now that misfortune has occurred effecting others so the rules changed and govt was going to dictate a “ new deal”. .. Seems unAmerican

    Politicians do not think...they will hurt tourism, hence locals will suffer, going back to 1960's when very few people could afford to go to Hawaii - backwards "progressives" .

    Banning STR will be devasting for Maui and will not solve their housing problem. Maui needs forward thinking leadership which is not what they have now. This ban of short term rental will only benefit the big resort hotel. I suggest an investigation on Maui's Mayor Bissen and Maui's leadership as to what they will gain from STR ban.

    Short term rentals provide revenue in many aspects. Revenues to the condo owner, revenues to the cleaning crew, revenues based on airfare, revenues based on car rental, revenues based on food, etc. Do they (Government Elected Leaders) realize that many more people on Maui will loose their Jobs with this short sited plan. Then these unemployed folks will leave and the island will be decimated with less tourists because they vacation elsewhere. It’s not rocket science, it is just common sense.

    Many of my friends can't wait to see property values drop so they can buy and work remotely. Obviously, most of these locals crying for every to be given to them free or cheap are not going to be able to afford the HOA fees, taxes, maintenance and repair, let alone qualify to buy a place. Properties, once again, will be scooped up the off-island people. If I can't rent short term, then I will rent to my children who are currently on the mainland and can move here, and they can work remotely. Charity begins in the home.

    If a property was built and operated as an apartment building then started operating as a short term rental property,it violates underlying apartment zoning and should be included in the short term rental ban, However if a property was legally converted to a condo, the county has defacto changed the zoning. It’s no longer an apartment and should be excluded from the ban. With that said there are unintended consequences of a short term rental ban. Hotels and legal short term rental will be able to dramatically increase the rental rates. Less people will come to Maui and the ones that do will not stay as long and not spend as much.

    Same thing happened in Oahu and there wasn't a fire there. Hotel owners are going against short term rental owners. In the end, this will keep tourists from visiting and the tourist economy will decline.

    It is a very bad proposal that makes no economic and that is contrary to the US
    Constitution. There are better ideas to help the people of Maui, including those displaced by the terrible fire. Recent news shows more positive steps and there is still $90 million in the Maui Strong fund. Maui came together in the aftermath of the fire. This bill will tear the island apart. The bill is divisive and makes no sense. 8,000 to 14,000 job losses will certainly not be taking care of the residents of Maui.

      @@chrismaui808 the bill makes no sense. Read the economist reports. It will devastate the economy and will do little to resolve any housing issues. When people begin losing theirs jobs and conditions worsen, no one will be taken care of, including the Hawaiian people.

    In the meeting which I saw in its entirety numerous people made it very clear that they think we are all rich people from the mainland and that they don’t care that this action will simply hurt more people .. they are all about sticking it to the man !
    When I say man I should say ‘foreigners’ which multiple people referred to us as . It’s all on video you can check . We are foreigners that stole their land and they don’t want us here as one person said we are not on the same canoe .
    Lahaina strong has turned this into a us verse them .
    I gave money and time to help many folks here and I too offered up my place and no one wanted to stay in it
    Be careful what you wish for as you are doing a great job of killing Maui economically and tourists don’t want to come so you should be happy
    Just curious who is going to pay for police , schools and housing when Maui is like Molokai a Welfare state with everyone sucking on the teat of the government for free housing, unemployment and food stamps
    The reason there is no housing is the mayor and Maui county have dropped the ball for decades .
    And finally why won’t anyone tell us where all the money Str owners raised for affordable housing ??
    They keep avoiding that one

    As a tourist, I want only the best for those who lost their homes and hoping there is a way for them to find affordable housing. But, as a tourist I know this will prevent me from visiting Maui for my weeklong vacation as I rented a 2 bedroom VRBO last March. I hope this doesn't hurt the economy more than it helps.

      This isn’t just about people who lost their homes, there is a housing shortage for people who actually live here which is more of a priority than a one week vacation. And the other comment is correct, this is not all STR, only those operating in residentially zoned areas. And to the point of lahaina residents refusing a south Maui (kihei rental), well would you want to live 45-60 minutes away from work and your kids school accessible by a road regularly shut down and with extra construction traffic when there are plenty of tourist occupied (or unoccupied!!) rental units on the west side? This bill would open those up to the residents that need them. Finally STR’s have increased beyond saturated levels, and most are owned by offshore (eg continental US) owners as second, third homes. They put money into the pockets of people not from here who have enough money already to own multiple houses.

    The STR ban is a super bad idea. I believe it will never be implemented because of lawsuits. It will definitely cost the taxpayers of Maui big time.
    I believe the mayor knows it will never get through the courts but he made the mistake of “petting the barking dog” and had to get the protesters off Kaanapali Beach. In addition this ban will only benefit the Hotels which are by far the most powerful lobby group in Maui.

      I'm sure as tourists read all the negative publicity less people will be visiting Hawaii. Next will be the suffering of less tourist dollars and jobs then finally some business closings. Then you will wonder how this happened to such a beautiful place.

      @@chrismaui808 wow, now you are comparing me to resort owners. I should probably be honored. The truth is that hotels and the corporations that own them are have a way more to gain from this bill passing than I have to loose from it. 1000’s of times more to gain. It could even be argued that I could benefit from it passing because I own a one bedroom condo in hotel zoning (which is currently rented to fire survivors on a 2 year lease). People will continue to buy and sell real estate on Maui either way so my real estate business will continue to remain steady.

    My family and myself own long term rentals Upcountry. We only rent to local full time residents .Period.

      If I were a tourist, I would not want to rent upcountry. Most tourists come for the beach and ocean activities. That's probably why you only rent long-term to locals. Be real.
