Reminds me of the NCAA investigations of American College football teams for breaching the rules regarding paying its Amateur players. Vast majority of the teams where doing it but the governing body didn't investigate thoroughly because they didnt want their sport brought into disrepute and only when it was brought to light by a whistleblower that they finally acted.
