I don't get this. Can't the committee not see what contracts they have all had with the government? I had a small business and we were audited for everything and yet this company wasn't audited till lately and made millions of dollars?

Because GCsystems didn't really do anything wrong, There's no political points to gain by knowing what the contracts say. No one who knows anything about govt contracting as a vendor thinks they did anything seriously wrong.
Here's what happened:
1) Govt asks GCsystems if they know of any good people to develop the requirements for the project
2) GCsystems finds some independent contractors and subs them off to Govt
3) Govt uses "GCsystems" branded independent contractors to do project requirements
4) Govt ends contract with GCsystems
5) GCsystems ends contract with independent contractors
6) Govt puts project to RFP/RFQ
7) GCsystems submits a proposal/quote while saying they had nothing to do with the original development of requirements
So the question is did the two guys who basically just run a referral service count as "worked on developing the requirements"? Their two employees (the owners) don't know anything about the project, they ended the contracts for the people who do know, they're gone. GCSystems say no they don't count, people who pretend not to know the situation say yes they do count

This is bog standard govt contracting, NOTHING here is surprising.
All this "why don't know you how the inner workings of XYZ works?" is BS.
1) Govt creates a contract for a body that knows XYZ
2) GCsystems finds a body that knows XYZ
3) GCsystems sends the body to Govt
4) Govt says this body doesn't work right
5) GCsystems cancels the body's contract and finds a new body
6) Repeat until Govt contract is complete
WHY does it work this way? Because that is how the govt purchasing process works. It is such an unimaginable PITA to get approved as a Govt Vendor that independent contractors just don't bother, they just work as sub contractors for shops who specialize in jumping through hoops and can land the contract.
