How can “uncommitted” be an option on a ballot? If someone is uncommitted they simply don’t vote. What are the officials who decided to put this option on a ballot trying to say or prove? We need to pay attention to these tactics to influence our vote.

Someone is trying to play their hand and influence foreign policy via the ballot. In simple terms, it's a means to blackmail the president, which is wrong.
So you want to silence people who want to participate but are unsatisfied? Voting uncommitted shows those in power that the people are out there and they are not happy. Simply not showing up could mean any number of things and is not a good indication of who is likely to participate.
