I do this over a bench so I can activate my glutes, and push hips up etc. The principle is similar it just adds extra stretch to hip flexors and core. I do it at varying places for both stretch and core activation. Lifting the weight from fully stretched seems to work on the very low abs too. Over all in getting back into fitness this has been the main thing that helped me the most. Before I could even consider McKenzie method or put my feet down on a bench press. I have a L5S1 herniation as well. Plus I got secondary issues with glute weakness (de activate) I haven’t seen it being done for this before, only for chest pull overs.
Yeah lots of uses for it with different focuses if you make small adjustments like you’re talking about.

Hey man, I have a herniated disc at L5-S1 and neither have I had surgery. I'm trying to do everything I can to avoid surgery. I have some core exercises that I do and I go walking for about an hour a day. Thanks for sharing this tip.

Thinking about getting a 50lb bell so I can do some arm exercises as well. Is that too heavy for this core exercise?
Depending on your strength. I use a 45lb and it’s tough. I can get out 8-10 clean ones then my form breaks down fast
Is this safe for someone with a degenerative disc on C5-C6 and maybe a few minimal disc budges in the neck?
Yes just be conscious about the neck position when in motion. If it hurts over a 4/10 pain stop.
