That signboard is Recommended speed, You could keep on driving with the last speed what you had . Only speed you need to strictly follow which is in red circle. On the other note - Speed limit is a limit which you should not cross. You can drive slow with a correct reason , suppose road is of 70 speed limit. And you are driving 50 with Hazzard light (reason) On , no one should honk you in correct state of mind.
