In the Netherlands a Firework depot exploded in Enschede in the middle of a neighbourhood. 23 people where killed and 947 people where injured after this disaster and 400 houses where destroyed. The Dutch broadcaster had to free up capacity for the emergency services communications. For that reason there was no televoting.

Perhaps there were problems with telecommunications in this part of Netherlands because of the explosion, therefore they decided not to do televoting.
No, the Dutch national broadcaster cut the transmission of Eurovision because in part they wanted to use the channel for news broadcasts and in part because they didn't feel it was appropriate to broadcast such an event when a disaster had happened. Because the Dutch viewers didn't get to see all the entries televoting would not be fair. So the results of the standby jury were used.
