Don't remove the country cap, here in canada we have a huge issue with student from one country. Yes, it should be based on who is more qualified but also many indian and chinese students that are in canada got very good score on paper but they barely can speak english. when you don't have country cap you will get people who know how to increased their score aritifically and find ways to cheat the system, now I also think that country like india and china should have more cap than smaller countries but there should be a limit too.
