If the logo rejected 10 times, will the designer logo account will be banned?

No, you won't be banned for having declined logos. When we ban someone it is usually for copyright-related issues. As long as you upload only original work you will be fine. I don't recommend uploading a logo 10 times though. See this video: ua-cam.com/video/o6K5R6GzRkM/v-deo.html
