Thanks for the thoughtful question! The answer is that in some cases voucher programs will not even allow a tenant to be placed in an area with too many vacant houses, but it is largely at the discretion of the inspector at the time of the initial inspection. We are unsure how many vacants is "too many," and we have had conflicting experiences getting them approved. As for market- even in these areas there are market tenants who will rent. You have to price the unit right, keep it in good condition, and be really consistent with how you manage, and a market tenant can work well too. The ABSOLUTE biggest factor is to know and understand the areas of the city and how they differ prior to investing. Hope this helps!
