Yes either can be used. Which one to use depends on few things such as specific functions which a NVA vendor will provide over azure firewall etc.

Hello Girish , do I need both NSG & Azure Firewall for my setup. Can I chose not to deploy NSG/ASG if I already deployed Azure Firewall or Virtual Firewall appliance. Please advise.

AF supports both incoming and outgoing traffic.Standalone FW will be good enough.Having said that nsg can also compliment Azure FW
