It's cheaper and easier than making current generation-graphics from scratch if you're not an AAA studio with the software and money. I guess. You can't expect two random programmers making a video game in their home computer for fun to pull off something like Red Dead Redemption 2
I'd have to second the ghost of John Wick's puppy, but also there's some neat research on the psychology of fear. Basically says, if it looks real, but isn't completely real looking, it's creepy. Like a human face without eyes for example, why is that creepy? It's technically not even a human face upon speculation. It's a group of shapes that are familiar in patterns we are familiar with, but something is slightly off. Not only that has brought the horror genre great success, but also the easier-to-program completely game style allows programmers of all types to compete in a game jam in fair conditions.
I'd also like to add that fear is close to comedy in a psychological sense. If these shapes and patterns are portrayed with funny music and a colored atmosphere where gameplay is on your time, you're going to most likely feel differently than if they were portrayed with scary music in a monochromatic atmosphere where gameplay is you being chased in intense conditions. A great representation would be Hong Kong 97 vs. Pepsi Man. Or this game vs. Milkman Karlson of ABG's recent uploads are some neat comparisons.
Between this and no players online, this dev really needs to come out from his own ass ARG isn't good design, its good marketing. There's a reason it's used in ad campaigns and not games. "Woooaahh dudes the game references things outside the game woooah" has not been novel for 15 years. This would be forgivable if there was literally anything else worth talking about in these games, but they are devoid of plot and content.

It's a style that isn't really gonna go away though; Since the beginning of indie horror game development people have been making lowres/poly horror games, the PS1 style is just an evolution of the previous pixelated 3D horror games of the early 2010s. Whether it looks overused or not it's still a charm that, when used effectively by the developer, is still freaky.
Dev: Hey man I watched this really awesome creepy movie called "The Ring" which made me soil my knickers! Dev's mate: You wear knickers?.... Dev: Yeah man it's about this videotape with all this random and creepy footage on it made my this little girl who drowned in a well! Dev's Mate: How long have you been wearing knickers? Dev: Well I'm gonna make a really scary game about it where you watch some really fuckin' boring tapes filled with random things I think people will find scary! BECAUSE IT'S ALL FILMED IN THE 80'S.
