So here's another story. After watching this video, I wanted to go find a Vestal myself. I go to the Duma Tower, Duma Temple, and the Lost Treescape. In the Lost Treescape, I start cutting down a bit of grass for a couple of Silver Marks, but then I found out you can get Gold Marks in that area. I completely drop my hunt for a Vestal and just focus on getting more Gold Marks. A Vestal then flies by. It honestly startled me.
Congrats. You just won the 1/256 chance or something. I wouldn't recommend hunting for more Gold Marks there unless you have waaaay too much spare time. (I never found one in my playthroughs without hacking.)

After over 7 years, I can say I have solved the Vestal AI problem by data mining the AI settings. Her AI functions correctly, she just has some very unusual settings. High walk speed, insanely high run speed, and a very small search radius, hence why she struggles to locate and chase the player. If she gets past the delay and starts chasing though, there's no escape. Her chase speed is about 60 times faster than the chase speed of anything else.
This is off topic... but am I the only one who likes forging weapons and inscribing names of other FE weapons on them? For example, fully forged blessed swords have a fire effect when they hit. So, I named one Durandal. (Leave the Binding Blade to Roy) Also, I forged a Brave Sword and called it Sol Katti. It definitely has a crit to match... Hell, I forged a Silver Sword and called it Audhulma! So... yeah. Am I the only one?
I decided to call my Ladyblade Sieglinde. The Beloved Zofia's already sort of a legendary weapon, and I don't wanna mess with that. I did, however, call my Royal Sword Ragnell because the Falchion can replace it.

Wow. I found found some of these enemies by accident and assumed they were just assigned to side quest by village people. I found that boss in the Deliverance Hideout and the gargoyle in the Thieve's Shrine. If I recall, I might have even saw the glowing eyeball monster in Duma Tower too. But I ran away from that guy because I was rushing towards the final fight and didn't want anything to do with the monsters.
You missed one, in the beginning dungeon. There is a slight possibility of encountering a terror, but it's a giant. You can encounter these later on through the game, but their smaller like the Dracul.
FOR FUCK'S SAKE! The flame witch Vestal is a priestess to the goddess of the Hearth, Vesta. A hearth is another term for a Fireplace! GOD THAT'S TERRIBLE! Also, they were the goddess herself in Gaiden.

When she spawned, I thought that I was up against a reanimated Witch Rinea (which would have made perfect sense, if you know who "The Creation" actually is.) It threw me off really bad.

Yes, they do spawn. Can 100% confirm it. I just went into the mila shrine in sylvan shrine then went back out and a Dracul spawned in the center area between all the cells.
love that game, and i played through it fully and then got like two lives mastered, and was working on my third, and then my sd card screwed up, and i lost all my data. i haven't played through it since, but it was really fun, despite the need for the sd card.
Hey I just met Titan today, funny thing I wasn't even looking for him but just went to the Deliverance Hideout for a sidequest and all off the sudden yellow weird enemy spotted not missing the chance, gotta admit while killing him wasn't that hard he was sorta dangerous, could have killed most of my units
maybe its just because of the turnwheel, but it doesn't feel as hard as conquest did. I had more difficulty getting through that game on normal than I am echoes on hard. That's not to say that fates is a better game(s?), the gameplay and difficulty was conquests one redeeming feature.
From what I understand, it's a flat 10% chance for any to spawn after you've triggered a flag. I don't know what triggers the flag (it could be after re-entering a dungeon N times or something else entirely). If there are multiple rare monsters in the same zone, they share the 10%. Eg. the Garuda and Dracul in the Thieves' Shrine are 7% and 3% respectively.
I encountered a revenant when I first began (Not really but like after going into the thieve's hideout multiple times to grind before moving on.) and got everyone killed. Lmao.

My first Rare Spawn was a Dracul... On my second run of the Thieves' Shrine. In Act 1. Right after rescuing Silque. Needless to say, everyone died.

I think you forgot one called a Deimos. They are similar to Titans in how they wield axes, but Deimos also use black magic.
