I believe the police sniper had him in the scope but could not identify him as a threat, guy was on the back side of a peaked roof. Sniper might have seen motion there but look up to be sure. 2nd police sniper was laying on the roof next to tri pod guy. Think he got shots off also
no other explanation for the speed with which the counter sniper team took him out after he fired other than that he was in their scope before he shot Trump. Why diddnt they take him out BEFORE he fired? 64 million dollar question.... anyone care to explain?
