If I recall correctly this occurs when a (multi-hit) fireball interacts with something on the same frame as a super flash. The rest of the fireball then keeps moving during the super freeze. Not specific to Ken or Oro, I'm sure other characters can do it (as long as they can throw a fireball themselves to nullify a hit, etc)
