Increased funding to DRDO is a good option,another option is to give small parts of it to university research projects to speed up things or use private sector

our defence sector is still riddled with delays and quality problems, there is a serious lack in R&D and innovation. unless that is addressed first and let the private players come in and be more involved we will years behind other powerful countries and still be catching up for decades to come.
