My head canon is that Homer is a synth or something that the Aliens/Invaders made, and they're attacking and making Homer "help" you in order to find humanities war capabilities to know how much force they need to conquer earth. Since after the event is done, he says something, non-verbatim, along the lines of "Humanity is the best at war, I'm yet to know how truthful that statement is."
Fallout 76 takes place in 2102, while synths were created in 2177, or around the time Fallout 4 was around. Unless time travel is somehow possible in the Fallout universe, it's unlikely that he'd be a synth.

The emissary also appears in the cranberry bog. I always find him near my camp. I forget the name of the spot, but it's North of that one building that has feral ghouls that's sometimes part of the daily quest to clear out squatters.
I'm not sure if you or anyone else knew/knows this, but what I discovered is that when I traveled the path from the WV Lumber Company heading towards Clancy Manor and then turning back heading towards the lumber company, then taking the path south from the lumber company and following the path heading towards Point Pleasant (specifically, Route 81... stay on it!), there's some "spooky, space" music that plays to let you know that the Emissary has appeared. Following the exact same path passing the WV Lumber Company should do the trick. I believe having the background music playing also helps (just to be clear, NOT the music you hear on the radio/Pipboy) . I'm not sure if you'll hear the "spooky" music play if it's off.

At one of the camps you find the scavenger trader it was a person from foundation this time tied up with a bunch of speakers and a bunch of dead aliens. Has a couple dialog choices you don't get anything but, a pretty cool random spawn.
I first met the Emissary when the very first Invaders from Beyond event was active. I made some quick searches and there was something about a similar unmarked quest to the key you find in a safe SE of The Crater.

I installed fo76 a year ago, played for about an hour outside the vault, and promptly uninstalled. Just too different than my previous FO experiences. However after the show I was feeling the itch again so I gave it another shot and man am I glad I did. The game feels so great and exploring Appalachia is such a blast. Thanks for your videos - it’s motivating to play a game that clearly still has a huge amount of love from other players.

I came across that emissary dude yesterday as im posting this, saw him down in the ash heap somewhere around that big mining rig thing close to some platform thing with a spiral staircase.
Tbh he could be enclaves human/alien hybrid since they also put him in a bunker of theirs. If he does look fully human I wouldn’t mind but it would also be cool if he looked different. Hopefully they add more to his story but he’s definitely not human.
I actually killed some random aliens in the forest region and searched all nearby corpses and found a mysterious key so his body must have been near by but when I went to dome 8, I couldn't open it and the mysterious key disappeared from my inventory.
If something is the placeholder... it''s more likely the screen than the name... they might want the same style but to change the image and color to not resemble Homer in the future which is why the screen is there.
I encountered The Emissary along the road between The Wayward and Slocum's Joe. I had not yet seen this video so I just chatted with him and got the blinding light disappearance. If I see him again I'm putting one or more between his eyes.

Nothing too out of the ordinary he says while looking at eyeballs floating in a container. 😆 I am a huge fan of lore, stories and easter eggs in games. I love how many hidden things there are to discover in Fallout games. This one is a good one and the random encounters during the event are hilarious.

Would be interesting if you had max explosive and hacker/science perks if it gave an option to disarm instead of explode.

So he is only there when the hourly event is running, or at anytime over the course of days the event is active ?

I dont know if its related or not but I found a group of Aliens near the Summersville Docks with a dead emissary man who had the key as well.
