For SG, if you want to held your ROM ceremony @ ROM Building, then your ROM date & time will depend on the availability of the Ceremony Hall. If your chosen date & time and the halls are not availability, then you may book a venue other than ROM Building like Condo Function Room or chalet and a licensed solemniser to go to venue. Both methods are still subjected to the marriage application SOP.
If you want better protection to woman ( in case the marriage does not work out ), do the ROM in Singapore. Singapore is one of the rare counties that still have Women's Charter. Hong Kong does not have it anymore.
觉得关于ROM的资料有误。不是“不能”或“不可以”在两个地方注册，而是“不需要”。只要你有合法的婚姻证书，你们的夫妻关系在新加坡是被承认的。

I guess you would also want to consider would there be complications in future if HK eventually incorporate more of Chinese law. Not sure how tat would affect marriage law. But if I were you I would seriously give it some thoughts.

紅棉道註冊處裡面裝修較華麗(不過裡面位置真的很小，只可以容納20人左右) 你可以看需要預約哪一個場地，不過只要是結婚的好日子都會很快約滿，要開始預約的第一天就要訂下來喔

係香港婚姻註冊處做註冊，張結婚證書係新加坡要做番Notary Public，尤其要用family / fiancé/ fiancée scheme 買HDB.

Do you need to check with SG.... if ROM in HK.... can you both still apply for HDB?
Will need to update ROM of Singapore and submit HK marriage cert. That's all.
They can apply HDB BTO after Irene got her SG PR. If not they only can get resale HDB for bigger flat.

If you plan to settle in Singapore better ROM in Singapore, better not to ROM in HK SAR as HK SAR will exist till 2047, after that no one knows 😊
