I know it may not be the best answer, but we split our "eating out" and "groceries"
This way we can be more specific on how much we are really eating out.
Ways to reduce grocery bill 1) meat sales.
    2) some things that you "have to have" need to be looked at, is there a cheaper option?
    3) some things that you actually must have, look at cheaper options.
    4) change your eating habits. A large thing of oatmeal is around $3 and lasts weeks of meals. Have a sandwich 2-3x a week instead of what ever else. beans and rice :)

And I hate the mess that comes with cooking. It's so much easier to just go to the deli or fast food. I think this might be a cultural thing too with more and more people spending less time cooking and more time eating out. Cooking is just so overwhelming to me. I can easily go "under" my budget even by cooking a meal or two a week. I also usually eat only one meal a day, but it's dinner and I look forward to it!

If you’re on a budget and food is an issue, sometimes it is WHERE you are shopping, not necessarily what you’re buying. While I would also suggest looking at what your putting in the cart; before you just “add to the budget” which personally some of us cannot do - I would offer that simply by switching to a discount place like Aldi’s grocery store instead of a “Kroger” or any major larger chain, may be a part of the solution: Def NOT WholeFoods or Trader Joe’s if your on a strict budget. We found a local grocery store here in the Cleveland area and immediately shaved off 20-30% a month from the grocery bill without even having to cut back on anything we were buying. Just my 2 cents.

What's not being mentioned here are all the costly (non-food items) that are normally included in peoples' "food budgets". Paying $500/month for food is ridiculous. But paying $500/month for food, paper products (paper towels, toilet paper, napkins), detergents, cleaners, batteries, cleaning supplies, vitamins/supplements, plastic products (trash bags and food bags), and personal hygiene products (toothpaste, shampoo, lotions, deodorants) is fairly reasonable.

Oh and so far most people I talk with that say they are broke are paying monthly for their $1,000 iPhone and have at least a few online subscriptions and go out to eat plenty. None of those things are bad but a lot can be solved by a written budget and not behaving like a child.

You can't pick up a decent lunch in my city for less than $10. I can easily eat for less than $5 on homemade food. Some 9 to 5 people literally eat out for lunch every day of the work week, and on top of that, stop for coffee on the way to work every day. This is death by a thousand cuts, literally and figuratively considering how unhealthy eating out is.
