If you want to upgrade to 4090 its gonna cost you alot of money ofc where i live its about 2200 euros :o i would say go with a brand that is reliable. and ofc with a decent Cooler on it. alot of PC tech youtuber coverd this front on what GPU's are good and wich once to avoid.
