Why Won't My Boar's Head Cheese Melt?!

My wife and I use this Boar's Head White American Cheese all the time to make white cheese dip. While trying to make a recent batch of the cheese dip, we found that the cheese would not melt. I decided to break out the torch to see if anything would melt this stuff.
