The scary thing about the T-1000 was that it was the only Terminator with a mind of its own. All the others were doing what they were programmed to do by Skynet but the T-1000 was sadistic, wanted to do what it did and liked doing it. Even Skynet was frightened of it and only made 1 T-1000 because it feared the T-1000 turning on it since because it was made from liquid metal and not the robotic parts the others way its chip couldn't be set to read only. It's the only Terminator that's truly evil.
The difference between the T2 T-800 and the T-1000 is that once the T-800 was reprogrammed by Sarah and John it started to understand and imitate human emotion even though it could never really feel it. But the T-1000 was already self aware and started to like hunting, playing with and tormenting its targets before it killed them.
