What is the series qualifier canon?

This video introduces the series qualifier canon, a principle of statutory interpretation in which a modifier or qualifier is presumed to apply to a series of nouns or verbs coming before the qualifier. We introduce how this principle was applied in the Supreme Court case, Facebook v. Duguid.

The Federal law is enacted to protect people from harassment of robocalls, while the holding of the Supreme Court may boost the robocalls eventually. Ｗe shouldn't only focus on the statutory interpretation but rather seek the purpose of the law.

most likely, it will distract the listener's attention from the concept being explained.
most will dislike the music choice, and that dislike is a distraction/annoyance.
for the increasing number of people, who listen to instructional videos played backed at a faster speed (1.2x, 1.5x etc), the background music, even if they like it sounds especially bad.
