You are right about the 8 minutes. But if they fired it at say the moon and then redirected the engery from there. From the moon to the earth would only take a fraction of a second. But shut down would take 8 minutes and you would have to direct that engery for 8 minutes or blow up you own moon.
Why would you send your whole fleet when just one ship could destroy a planet. Surely against an enemy you have not fought before some sort of military caution would be taken!
