The best recent 'cheap' wine I had recently was the 2019 E. Guigal Rouge Cote du Rhone for $13.00. For red wines under $40 I recommend Ch. Cantemerle & Ch. Meyney.
Cote du Rhone often delivers quality even under generic regional appellation

Cote du Rhone indeed can be a great option. A nice Riesling I think could be a tiny bit more expensive than that
