I have a situation where some employees have 2+ managers who are at the same level but from different teams. Please explain how to design the users sheet this scenario

Do you still have to assign each user who has access to the reports to the role in powerbi web? Otherwise, user principle role won't be applied to them and the reports will be blank. Is there anyway to automate this role application online?
You will need to share the report with all users, and you need to add all users to the single role in the security. but all users can be added to an O365 group and that can be assigned there, so that the next someone joins the organization you don't have to go and add them one by one.
