As someone who is unfamiliar with GTAV online, has the game really gotten so advanced that there's a whole community that acts as police and communicates with one another and genuinely enforces laws as cops? It seems like the gamers have naturally created their own society.

And it uses alot of mods to make the experience better, normal GTA Online is just people doing missions and killing each other and just screwing around

It's running on FiveM mod servers. Normal GTA Online is still a chaotic shit storm.
