The cameo can't cut out the material. it's really thick -- it might be able score the material so that it is easier to cut out. But be aware, it would be really tough on a blade!
I have not -- not sure it's safe to heat up modpodge or if modpodge would shrink when heated. I do know that on printable shrink plastic you can skip it because the UV resin will stick to the shrink plastic.
