Best plan for travelers I think is from Project Fi. I know you gotta get a Nexus or Pixel, but there are so many advantages like paying for the data that you use and taking advantage of WiFi hotspots. I used Fi with the iPhone with the data only sim card along with Hangouts for calls and texts and it worked great. I think I sent you a speed test I got which was over 40 Mbps down close by. I just wish Fi would use more Network providers especially for the data only Sims.
