I haven't done it before but I think you can. On a second round, sl st onto the ch3 of the pompom below, make your new pom pom, then after you ch3, you sl st onto the ch3 of the following pom pom below. The new pom poms will come out in between the pompoms below. I would also increase the chains, maybe to 4ch, just to make sure the pompoms are above the ones below. Hope this makes sense.
Hi, this border doesn't have single crochet stitches, the legs of the pompons are made of chains. The patterns for a 5 point star is the same as in this video, you just make more corners. I hope this helps.

@@Ebbo_ the base border is made because the rectangle blanket doesn't have stitches on its sides (where the rows start and end), but a 5 point star has stitches all around it, so you should be fine.
