Sir when I reboot my phone there is an unlock icon on top of the screen even when OEM is disabled and greyed out ,does that mean bootloader is unlocked .

but unlock bootloader if you want to flash some thing or want to root, otherwise no need to unlock

yes use wifi or use mobile data, no worries, just try not to use security app and cleaner app for 7 days,

OEM is ON and greyed out then yes bootloader is unlock, so you must know the mi account from which bootloader was got unlock, in case relocking it then you can re unlock it easily, and yes you can flash but remember, not to relock if not remembering mi account
