Police horses in the UK have been known to break up fights simply by putting their noses in between the suspects, they can also be as effective as a police dog at apprehending a suspect and in most cases are more effective at preventing incidents in the first place than a whole team of police officers, most people don't mess with the horses ever plus there is almost no way to outrun a police horse, on tarmac and paved surfaces they can hit fifteen to twenty miles an hour at a absolute push, off road and in the correct conditions they can hit thirty to forty miles an hour, certain breeds can hit close to fifty miles an hour off road!
Those people on the street are just as bad as when they're driving. I'll bet they're the type that doesn't get out of the way of squad cars also. It doesn't matter how drunk you are, you hear those galloping steps then that means get the hell out of the way. It's common sense.

I mean we can't take this as an accure representation. Old time police chases would have looked quite different. For example in most of Europe the streets would have been much more narrow (the middle ages designed then for a small carriage at most) while in other parts of the world it would have been different in other ways. Coming off as an equestrian I personally would have propably asked for more canter or just done a easing trot for the speed and to just have a smoother ride.
