You could have made them even more OP by using Rangers from the Special Forces branch. They have either winter training or mountain training so if you picked winter they would've essentially be even more OP
As someone who loves Winter This doesn't seem that bad But I gotta say even in Vanilla, Finland is pretty OP Because hell most territory they will ever fight in will be relatively cold. And the non-snow related buffs alone are INSANE!
