They have to laugh. If you watch the bloopers of the show there is a scene where the audience didn't laugh and Charlie stopped and said to them ''come on people give me something, just fake it''. Not that the show wasn't funny but the concept of such sitcoms is to always have the audience laughing, even if some scenes are not so hilarious.
