There is nothing weird between Jinx and Silco. She is just comparing family love. She is saying that even though Silco loves her (as a father), Vi hates her. All she could think about is how Vi hates her even though she already has someone who loves her. We can see this predicament in the last part of the season when she kills Silco because she still instinctively cares about Vi more than Silco even if he gave her everything. I swear people who see something weird between Jinx and Silco do not understand trauma and complex relationships. There is nothing weird between them!!!
I think they mean weird as of Silco himself is not really un-disturbed mentally. He encourages her acting childlike, didn't even think about Jinx not having friend her age would affect her. This made them have scenes like Jinx (even though being around 17) sitting on his lap like kids would mostly do before they turn atleast 12 (rough guess), and Jinx learning no boundaries as even murdering people was not only not negative but encouraged, leading to f.e. her breaking in when Caitlyn was showering in her home
