Probably not directly. Skull Robos are - or were - produced by Red Ribbon Army front companies, but they've been popular among bandit groups and general ne'er-do-wells across several games including this one. It wouldn't surprise me to learn that every Skull Robo that the Red Ribbon Army sells has a program to record combat data and send it to Dr. Gero. Now, the cycloptic Red Ribbon branded robots you first see in the North Mountains, in Darlynge Polynia, *those* are definitely Dr. Gero's direct creations, as they're specifically used to guard his lab.
This is probably the most light hearted battle theme in the game. I hope a more threatening rendition appears if they remake the original Dragon Ball Arcs! (Not that I'm complaining. This song is epic either way!)
I bet Dr.Gero was releasing those killer robots in the earlier sagas.

What? How is this light hearted compared to the normal battle theme?
I like this battle song. Reminds me of a old vintage military battle idk why.
"I'm ready whenever you are, LET'S GO!"
Sounds very much like a Dragon Quest boss battle theme, love it.
literally the upgraded versions of the final robot that was owned by Goku many years ago
00:40 I was looking for this 😁
*return of the red return army*
And now they're returning... again!
gohan: I have to do this my dad counting on me
Imagine if the entirety of Dragon Ball was poorly worded like this.
"Unga bunga. Dad counting on me. Me fight hard."
Trunks: I win, you see
0:05
Future gohan sparing with future trunks ❤️❤️❤️
Is this Theme from the Game Kakarot???
yeah
