Im unsure if youre using sodium hypochlorite probably 3.2% solution as it degrades and stabilises at that strength or trichlorocyanuric acid liquid, its a huge excess youve used. If you bought an orp meter you could measure your chemicals and use minimal amount, and know when reaction is complete, if you use chems wisely with addition, no chlorine escapes
How about centrifuging the final product, and then pouring off the liquid?
