It's some large rocks, but because of the strength of the tide and current it does look like something at first glance. Just shows how strong the tidal race is in the Bristol channel
Along with the Severn Estuary, the Bristol Channel (where Steep Holme is located) has the second highest tidal range in the world. The powerful ebb and flow in and out of the estuary's funnel shape means that the water there is always heavy in particulates - hence the brown colour of the water.
it is usual for the area, we have very strong tides in the bristol channel, I did my powerboat intermediate from penarth to weston near to steep holm and it was very lumpy even in may.

Because it carries live passengers it must conform to certain standards of health and safety so she needs a big very expensive overhaul 👍
