Make or Download Icons?

When is a good time to invest in creating custom icons VS just download a free or premium ones?
For me - if the concept of the icon is already clear and established, it's probably a waste of time to create new ones, and I just download them from iconfinder.com or thenounproject.com

I've done both, but for me it depends on the project. Recently, I built a prototype of a desktop app in XD. The functions of the icons was very custom, so I spent time creating them instead of trying to find ones to match

Has anyone got a guide for combining icon sets and making them more consistent? Maybe copy them all into illustrator by drawing over them with the pen tool? Is the a quick guide for doing this quickly?
