For small functional bells, you can use mini Terra cotta pots and use string to hang mini bells inside the pot. The nice thing is, you can decorate them for any decor you like. I did it one year with my kids for Christmas ornaments. It's super easy and a lot of fun.
For handles, any cabinet pull will work but you can also make them out of resin with molds ( Amazon has molds).

You could do a bow with size you want just cut strip and glue ribbon in circle large bottom bow next size 1 or 1/2 inch smaller glue in circle so on depends on how big you want your bow then in middle of bow glue ribbon in center
