I think my explanation would be that sending Alex to Military School after he got permanently expelled from school for causing trouble to Caillou and his other friends will teach him a lesson to not bully other non-trouble makers in school, not to accept somebody into an challenge for a fight even it's a troublemaker or not, and not to cause trouble to the whole school because the principal would not buy it at all.
